Curtain too light easy to float?

when the wind a bit big
the curtain of home will be easy to move and float
how to solve?
usually we have use install the curtain weights on the buttom 
keep it enougn heavy ,and the curtain will not easy to move
usually the curtain weights have so many different material ,and the different use: like as following:

1: the mangnet 40G/PCS(include the mangnet+iron) 
   A: the advantage： easy to install
  B:the shortcoming: if wind large,will be easy move the situation,as have not fixed





2: Curtain Weight covered Flame retardant fabric
 A:advantage, rustproof, Flame retardant fabric waterproof plus fire prevention 

 B:shortcoming,hard to install,need spend more time to done,a bit trouble

A:advantage:，transparent easy to do，clip the curtain finished the install 
B: shortcoming: too light,not enough weight,the deco use much than weight use
